Safety and all that rot is important to the Vietnamese, so they’ve moved to forbid people with small, er, chests, from riding motorcycles.
The Viet health ministry says only those who are in good health should ride, and people with small chests are quite obviously not healthy.

By the way, if you have an enlarged liver or sinusitis, you need to stay off motorcycles whilst in Vietnam, too.
The limit for small, er, chests, is 72 cm. That’s 28 inches.
